Sulema suffers from paranoid schizophrenia she had an encounter with the police.  Sulema has to be treated at Mental Health Treatment Facility rather than being punish in Jail.

Mentally ill people who have contact with the criminal justice system are too often incarcerated while awaiting trial rather than sent to hospital or treatment centers.
There has been a very disturbing recent trend to keep them in jail and not send them to a Hospital which is done as a money saving measure they are not receiving the appropiate level of care.

Imagine yourself  locked up in a 5x7 space  23 hours a day  7 days a week. Eating and doing your things, in that  enclosed space  shared with another person; That someone is called another inmate.

that's what Sulema has been through, for several months without being convicted of any charge but all that time imprisoned

It makes no sense to send non serious, non violent offenders to a place filled  with hardened criminals - and still expect them to come out better than they went in. Studies show that placing low-risk offenders in prison makes them more dangerous when they are released. Over incarceration makes no fiscal sense. California spends $62,396 per prisoner each year (according to Newt Gingrich, a former speaker of the House of Representatives) 

When a Person is Mentally Incompetent under the law they can not be held responsible for their actions

 Instead of incarcerated  mentally ill people which ultimately does not bring any benefit to anyone and only carry overcrowded prisons innocent people jailed and more work for the sheriff department.

if only they (SMPD) should have taken  her all the way to a mental hospital they could have save time, money, resources  and Sulema of being incarcerated.
In this case of Sulema they could have saved  several months of work  just in court days appearances because Sulema  has been incarcerated in county jail  for SEVERAL months already ; without any real conviction until now.

California has been overusing incarceration, filling them with many folks we are just mad at . California State imprisons five times as many people as it did 50 years ago , when crime rates were similar

California built 22 prisons in 30 years, it built only one public university.
( according to Newt Gingrich, a former speaker of the House of Representatives  is a co-host of CNN's "Crossfire"

Santa Monica P.D. arrested her, booked her, charged her with (459 pc) and thrown her to jail .Despite she shows signs of Mental illness ; as soon as you start talking to her and the way she acts everybody can tell that she is mentally disabled

 Santa Monica P.D. Received a call at 12:25 p.m. arrested her at 2:40p.m. and booked her at 4:49 p.m. (according to a police report)detained her for more than 2 hours before booked her formally ; (what happened during all those hours in there nobody knows ) Santa Monica P.D. Had the option of taking her to a Mental hospital if only they have noticed her disability one way or the other during those 2 days that she was in police custody in the city jail ; they chose the first one: to send her to a court and then took her to L.A. county jail ; Instead of having her be taken to a Mental hospital. The Facts: when she entered an apartment she cooked an egg and slice of toasted bread then she ate the half of it and put some sleepers on and started making herself in home.She had DELUSION that she lived there ; People like sulema who suffers from paranoid schizophrenia are likely to be arrested for such offenses and send them to jail. Sulema state of mind was never to intent to commit a felony or a petty theft when she entered the apartment she did not wear clothing to cover her identity she was arrested at 2:40 p.m. she was never caught with any burglary tools This kind of things only a mentally ill person can do ; a person with totally mental capacity (nobody with the right mind) never would go inside an apartment and would wait in there until the police would come; That should not be called a burglary. PAST ENCOUNTERS WITH THE PROFESSIONAL WELL TRAINED L.A.P.D.In the past (say 2013) Sulema had a couple of encounters with the Los Angeles Police Department (L.A.P.D.) in San Fernando Valley, CA for another kind of offenses but unlike the Santa Monica P.D. Los Angeles Police Officers Professionally, ethically and in a humanely manner took the wise desicion to send her to nearby Mental Hospital rather than taken her to jail all the times they got her. The L.A.P.D. even bother to take her to a Mental Hospital in the police car patrol at that time. Instead of throwing her to jail as the Santa monica P.D. did. L.A.P.D. never detained her for so long whenever they got her at any place; they never even took her to a police station; They took those professionally, ethically and wise desicions right there on the San Fernando Valley streets. You can tell right away the difference between the two police departments management.LAST YEAR WHILE IN THE HOSPITAL SULEMA WAS DIAGNOSED AS FOLLOW:Olive View-UCLA Medical Center Sylmar, CA Dept Psychiatry Physician Diagnosed her with: schizophrenia another Olive View- UCLA- physician diagnosed her as: Gravely Disabled (unable to provide for her own food clothing or shelter) with paranoia and can not formate a plan for self-care State of California-Health & Human Services agency department of Mental Health diagnosed her: Patient severely paranoid, not communicating very disorganized in her thoughts with symptoms of psychosis Gravely Disabled as definided in : paragraph(1) subdivision(h) or subdivision(1) section 5008 of the welfare and instituions code she is taking "abilify" for psychosis 5 mg in a.m prescribed by pysician in a Mental Health Center in Canoga Park, CA THE COURT Despite all this evidence we have of the hospital and Mental Health Center in San Fernando Valley; The superior court of the Los Angeles county insists to trial her as if she is able to understand all the legal proceedings of the court when she is NOT . The court had the advise of an unknown doctor (from the Division 95) who said that she is competent to understand court proceedings and to stand trial therefore: to stay in jail. This is very frustrating !!! until now Sulema does not even know why she is in jail for.THE MENTAL HOSPITAL WANT HER BACK AS SOOS AS POSSIBLE Sulema should be treated at a Mental Health treatment facility rather than being punish in a jail In short Sulema suffers from paranoid schizophrenia and is at risk of experiencing relapses of agitation, paranoia, disorganized behavior and command hallucinations. she is at risk for relapse in the six months following her last discharged from the mental hospital (october 2013) i.e. at least through April 2014 . The Olive-View Medical Center Department of Psychiatry is advising her to follow -up with an outpatient clinic and to return to their psychiatric emergency room as her distressing symptoms began to emerge again. The Hospital have knowledge that Sulema has clouded her judgement and impulse control.

THE BAIL:

: We need to bail her out ; Her bail was set at $50,000 we ask for more to  cover all cost the bail & hiring a private attorney & legal cost  and a private psychiatric doctor.

The Sheriff Department:
LASD Still keep her with the general population in jail regardless of the Hospital and doctor's letters we have sent them telling them that she is mentally ill; she needs to be in a mental health facility and NOT with the jail's general population;
Where there are mean and wild girls together and Sulema could be in disadvantage against them because of her disability

We got no friends with money
we got no collateral
and we got no co-signer
to bail her out

we have to put the whole bail with a check or money order to be paid to: Sherriff Department to get her out of jail: Meanwhile

The problem is that while the court is taking its time (to say months) to decide whether she is competent or not , Sulema has to live in jail day after day
this week we have one more signed letter from outside doctor declaring that she IS NOT COMPETENT FOR COURT PROCEEDINGS but the DA and the JUDGE are analizing that one more letter beside the others we already have.They are taking their time but the time goes by and Sulema probably is suffering the calvary to stay in Jail.

ONE MORE REASON TO LET HER GO:

Do not even think this is another heroic job from the  Santa Monica Police because she was just there waiting for the police so the Santa Monica police did not have any trouble to catch her of course she did not think she was doing anything wrong people with mentally illness like her do not think well; it is  not like you or me but anyway she did not represented any danger to anyone or to herself first of all because she is a non-violent person she is very pacific and she follow commands very well, very humble and she does  not resist any  arrest or anything like that  it was until de neighbor called the police telling them that it was somebody not know in the neighborhood the police took like  2 hours to get there another reason why the police did not have any problems at all after her behavior it is because physically she is not danger to anyone or self  specially the police; She is in her 20's , she stands less than 5 feet tall and weight less than 120 pounds as the police called her a very,very petite person

 ONCE AGAIN DE D.A. OFFICE AND THE JUDGE

They  did no believe yet that Sulema is incompetent to stand trial in court or that she does not understand any court proceedings, even though we have a bunch of letters signed by many doctors who had treated her illness in the past; despite we have the most recent letter from a doctor from a LAXcourt Panel who declared her NOT COMPETENT for court proceedings or to stand trial and the D.A. Office asked for more time (2 more weeks) despite the 4 weeks they already had for a simple test because for any doctor is not so hard to delcare her incompetency in court for her mental illness

 IN THE MEANTIME IN JAIL

Sulema is suffering the incarceration with the general population in jail as if she is a normal person but the Sheriff Department( we also have sent them  copy of the doctor's letters to their department in order to separate her from the general population and put her in the mental illnes clinic inside the jail but that  did not happened yet) the D.A. office and the JUDGE they do not give a damn about that; they are taking their time for this bad situation!

NOW THE JUDGE:

THE JUDGE SAYS NEED TWO MORE WEEKS TO KNOW WHAT TO DO
FIRST OF ALL  BECAUSE THE PUBLIC DEFENDER  APPOINTED  A DOCTOR FOR  SULEMA  TO CHECK ON HER MORE THAN TWO MONTHS AGO  AND THE DOCTOR FOUND HER INCOMPETENT FOR COURT PROCEDURES AFTER THAT THE DISTRIC ATTORNY OFFICE APPOINTED ANOTHER DOCTOR TOO MORE THAN A MONTH AND HALF AGO AND FOUND THE SAME REASONS AS THE PUBLIC DEFENDER DOCTOR THE  RESULTS THAT SULEMA  IS INCOMPETENT FOR COURT PROCEDURES
NOW THE JUDGE SAYS THAT SHE NEEDS ANOTHER TWO WEEKS TO THINK AND TALK TO OTHER DOCTORS AND SEE WHAT SHE IS GOING TO DO
MY GOD!!! THIS IS THE NEVER END THEY REALY ARE BEING TAKEN  ALL THE TIME IN THE WORLD; AS THEY ARE NOT THOSE WHO ARE IN THE SHOES OF SULEMA SHE IS IN JAIL AND THEY ARE IN THEIR CONFORTABLE HOMES 
IT IS EASY FOR THEM JUST TO SAY OH!!! I NEED TWO WEEKS TO READ THE RESULTS AND TALK TO OTHER DOCTORS THE DAY TO RETURN AND APPEAR IN COURT WILL COME AGAIN IT WILL BE SO  FRUSTRATING THAT AFTER 5 MINUTES IN THAT COURT SESSION  THE LAST THING YOU WANT TO  HEAR AGAIN IS THAT SULEMA NEEDS TO COME BACK AGAIN IN TWO, THREE, OR FOUR WEEKS AFTER SHE WILL MADE HER MIND IN WHAT TO DO AND HERE WILL COME AGAIN AND AGAIN ....... ( I started thinking that letting  people to stay in jail it is a big business for someone or some corporations SULEMA tried to call me a few weeks ago to my cell I could not get the call because... guess what???? you have to create a credit account in order to receive those calls I did not know about this and guess what else the minute wil cost ($2.25 US DOLLARS) I live two hours away from the city she is in jail in the same county LOS ANGELES, CALIFORNIA THAT'S   RIDICULOUS IT IS CHEAPER TO CALL RUSSIA OR CHINA OR GERMANY IT IS COST ONLY $.0.05 - 0.15 CENTS A MINUTE)
COME ON!!! I DO NOT THINK THIS IS THE FIRST CASE OF THIS KIND THAT THEY HAVE EVER HEARD ABOUT  

I ASKED THE PUBLIC DEFENDER WHY THE JUDGE DID NOT DO ANYTHING ABOUT IT AFTER THE COURT SESSION END AND SHE REPLY TO ME " that's a good Question"

I DO NOT KNOW IF THAT ANSWER WAS AS SARCASTIC OR MOCKING ME .

I ONLY HOPE THAT THEY ARE NOT PLAYING GAMES WITH THE LIVES OF PRISONERS OF JAIL
